Power Gems and Dyna hosts are removed if the wielder isn't an adult, usually, With the exception of the rare youth origin, its mostly mutants who get powers at the same time they go through puberty, even so, they don't get the same stigmas as mutants do.
Any Bad Ideas I have and microscene OC character stories are freely adoptable.

Given that Bladedancer, Journeyman, and Loophole (a somewhat ambiguous case) all attended Whateley. My guess is that if they can find out about Whateley they can be accepted into the school. Finding out is the problem, considering that Spectrum had never heard about Whateley until they were put in charge of Silver Ghost.

When everyone is trying to create that 'special unique' starting point for their characters, its not surprising that there is so much confusion about this sort of thing. We have more people breaking the standard than establishing it.
Most teens who manifest as mutants... just wake up one day with powers. Or start feeling something unusual going on over a short period of time, ending with some sort of expression of power.
Ya, I know its not an exciting start to being a mutant teenager... but there's plenty of ways to introduce excitement and conflict AFTER you have the powers.
