Do shifters need a PK/Exemplar trait to be effective or can most manage to stretch and not be a limp noodle like Reach in guy mode?

What we see in Marvel/DC level characters with 'stretching' abilities is really outside the scope of whateley universe biologically explainable power sets. At least, to the degree that we see someone literally able to be tied into knots and launch a hand out chasing someone around the room with an evergrowing length of arm trailing behind without any real support.
The biology doesn't support that. Physics doesn't support it. And so you need something either 'more complicated' to make it happen... or more powerful. And mostly, the 'more powerful' solutions push the concepts outside the scope of the WU.
So how could we do it?
Well... Telekinetics is actually the 'ultimate' stretchy hero. If you take a hero shaped field of Telekinetic energy and then extend parts of it to take actions, merge parts of the field back together, etc.... and you don't have to 'support' any real weight. Of course, the complexity of a telekinetic bio-form is rarely at the level of Fubar's. So most of the time, its still going to look like amorphous energy and not so much like a biological stretchy hero.
But then we do have the TK variants. Hydrokinetic, Pyrokinetic, Aerokinetic... in which the amorphous telekinetic energy is interlaced with some other focus material - water, fire, air, etc... so, what if we have a bio-kinetic? Someone capable of manipulating their physical body through telekinetic 'force'?
Alone, this isn't enough. Stretching out your arm doesn't make it more elastic or able to twist and turn as it races around the room. With sufficient control, you COULD separate it from your torso and prevent the break point from bleeding all over or hurting like hell... and possibly even recombine afterwards... but that doesn't keep sustained control over the muscles of the arm or keep the arm alive as it starves out there without circulation.
But if you combine this with a strong Shifter? One capable of hollowing out parts of its body... moving critical organs to a save stable location and turning limbs into elastically flexible extensions? If THIS were alone... it would basically be Reach. Someone minimizing the internal makeup of a normal arm to keep the weight low enough to actually lift it over meters of length in leverage. However, in this case, even that basic amount of bone and muscle could be removed... replaced with a gel substance to nourish the limb... but in which all control over this extension, is handled through the Biokinetics. The Shifter would have to be capable of spontaneously adding/shedding mass to the body to continue to extent limbs to any length and would still have 'human' organs in a vulnerable target area 'somewhere', so there would still be some stretcher tricks they couldn't do... like squeezing under a door or through a drain. To do that would require being able to replace human organs (including the brain) within very small distributed parts.
So... given something like a Shifter 6, Bio-kinetic 4 or 5? You could theoretically have a 'stretcher' that approaches a Plastic Man or Mr Fantastick. Wouldn't be quite as flexible/powerful... but it would 'look' similar.

Could you explain it as a Warper trait? You warp space/physical dimensions, so to you the object you reach for stretches towards you, but from someone observing you, your body stretches.
Many people hear voices when no-one is there.

Can 'some' of the things stretchers do be a Warp effect? yes. You're basically redefining 3D space with some curves and contour. However, such a thing doesn't account for being able to 'bend' an arm in such a way that it wraps like a rope around something. Could you reshape space that way as a powerful warper? yes. but at a power/control level well beyond what we generally say is possible for warpers. So... an arm reach out 100 ft through 'visible' space via warping? Yes. But that's a trick of perception not matching the structure of spacetime, not the actions of a stretcher.

If your convoluted enough, you can explain almost all non-mind or magic related powers as warper traits, they usually aren't but the argument could be made, or the effect can be achieved by the Warper trait~Archangel~ wrote: Could you explain it as a Warper trait? Huh. I knew WU stretchers weren't in the league of Marvel or DC's unless they barely qualify as humanoid, I just didn't realize how... ugly the details where.
