As of Year 2 of Gen 1 the ICC are still on the school's naughty list and have had their charter revoked. Could another group of students, one that are interested in following the rules of the charter, but didn't want to join the cadets due to their stupidity, pick up the charter and say "Sorry guys, we're the Cadets now, and you're just a rogue group?"

That would turn a teachable moment into a clique conflict that ultimately end in dead spy wannabes. But I wouldn't be surprised to see the administration hold the possibility over the heads of students they're trying to redeem.

I don't think I've read that actually happening, instead of being threatened repeatedly. On the other hand, they don't even have a faculty advisor until Admin forces the issue in April 2007, so at best they've been functionally a clique (entirely without adult supervision) until then.
In case of a conflict between two groups wanting to be associated with the group's legacy? They could always settle it via challenge match in Arena 77, but there's no fun in that. Instead, the better/competent group could just arrange for the other group to be thrown out of school, one by one, until they wise up.

There is a huge risk of one group trying that, or something far worse, in order to prove themselves. Unfortunately, in a struggle over identity like that, it is what one or both groups will assume the other has that as their plan.

And might I suggest asking Imp to take up the role. She already has the qualifications, all she needs is some pink hair dye and a panther costume and she is set.

We found out on April 6, 2007 that the ICC/Spy Kidz/Secret Squirrels had got Sir Wallace Westmount as academic advisor (that was in "Diamonds are a Vamp's Best Friend.") But we don't know HOW LONG he had been their AA.
Sir Wallace arrived sometime around early September 2006 to be Nikki's mentor; it may have taken a while for him to be convinced to accept other roles in the school.
During the whole "Big Idea" crisis, that was centered around the Spy Kidz and Reach in particular, there was no mention of an AA or Sir Wallace. It's likely that the school noticed the club was suffering from lack of appropriate guidance around this time.
DID they have an AA before Sir Wallace? It's likely, since the ICC is a properly chartered club. But it seems that the previous AA was not really doing their job, and was mostly letting the Spy Kidz run unchecked.
