I'm having a little trouble figuring out how mch hardware is needed for mobile AI/VIs.
The way I'm reading things is that VIs have a central core some her and an emitter unit that filters the intelligence through a personality and imaging program.
AIs are where I loose it. Are they running on the cellphone or is there an off person core somewhere?

That really depends on what year your story is placed in. I'm assuming an AI/VI has about the same about of FLOPS as a human brain and I'm using the estimate of Ray Kurzweil for the amount of FLOPS of a human. That means the new supercomputers that became operation end of 2017 have the same brain capacity as a human. So, the AI would now use a supercomputer off-site to run. This is about the situation now with Siri, Alexa, except their servers don't run one dedicated personality. And nobody really knows how to build a complete human analogy AI.
In about 10 years (2027), if Moore's law holds, a desktop computer has the same amount of processing power as that supercomputer and can run an AI/VI.
In about 20 years (2037), a smartphone has the same amount of processing power and you can take your assistant with you.

The possibility of military AI suggests that the digital intelligence is hosted on a single piece of equipment. Otherwise, a jammer could lobotomize it by cutting off the signals exchanged between the base unit and the mobile unit. Also, the message traffic (unless using subspace transmission, but even then ...) between the units would be a dead giveaway of the mobile unit's location.
I'm not sure that it's been proven that all of the computations carried out by a sentient AI are being carried out on the equipment provided.

Yes, Tavi has the edge of being able to remote source a lot of programs/abilities, but his grid gear *is* a very nice bit of kit, from a cop who *Jimmy saved his life* So... take that for what you will

Then you have Kurenai. We *aren't* kidding when we state she's *insanely* expensive, as most of her housing is *actually a link* to a *subspace pocket* where she's *really* stored. So, take it as you will.

*nods* The top end Grid Gear Jimmy is using is cutting edge commercial, Running as competition to top end smart phones and tablets (as a wearable capable of replacing both)... w/ fully integrated assistant software. So, really, that part of the hardware isn't really going to cost more than $2k or so... with another $1k or so for the core software package. Where the big price tag would be for a private user, though, would be open access to a wide topic expert system of the level supported by the PA Dept of Education experiment. Such data access to an individual would generally not even be available... you'd have to negotiate that sort of thing on behalf a company because building the hardware to develop the data resources, programming it, and then building the access methods and interfacing... would be a multi-million dollar project. And companies buying access to the data would be paying a premium for it.
And then, the stuff that Tavi is/will be learning as the story progresses? That's mostly custom oriented stuff by developers at Whateley who are designing things for use in the Sims or as personal tools who are just helping out one of the students. After all, Jimmy isn't a techie... but it doesn't take a rocket scientist to see that Tavi is going to be a big part of his 'story' and this is 'their' chance to be the Ito Sensei of the story.
