I may be way off the mark and the Writers may decide that correcting me pulls back the curtian to much, but I have a theory about 9 side Queens.
Glowy says that there where Sidhe i most realms she believed, so I figured two Queens split a realm between then (to use the folklore names a Seelie and Unseelie court), with the Paramount Queen over them all.

Just say that the nine Sidhe Queens are best left where they are. But from what I understand, Aung was the paramount, the top queen. And each ruled respectively and order did seem to be a bit of a big deal.
