Is it in some lost WoG or in a story about how a portion of the galaxy was 'used' to create the Starstalker? Of am I just horribly misremembering?

You are not horribly misremembering, but it is possible that you are partly misremembering of course
There is a story that talks in more detail about the creation of the star stalker (in response to the then dominant intelligent species in the universe bringing the three main goo's into reality and finding their minds badly warped by them).
I can not remember if that was in Tenyo's easter or in another story though. I do not have detailed recollections of what exactly was said, but it was more along the lines of the star stalker being loosed upon the universe while its creators went into hiding so deep that not even the goo's could find them anymore. There may have been a part about creating and hiding the star stalker in another galaxy, but nothing that comes to mind about sacrificing half a galaxy to create it.

You are not horribly misremembering, but it is possible that you are partly misremembering of course

I was misremembering, Gothy said a quarter of the universe died, bu to me it read lik that was to seal the OGs beyond the Gates, not create the Stalker.
