Question Berlin economy

In our universe, since the decline of the pulp industry Berlin has dug itself out of an economic hole by building prisons, one state, built in 1999, and one federal, built in 2012. They employ over 500 people and have a combined prisoner capacity of almost 2,000 inmates. Do these exist in the Whateley universe? Or has the existence of Whateley provided a different source of economic support?

I'd say with Whateley there with students spending money and add staff living around the area that would be enough
BUT
then add the insanely over funded ARC, with its 1000's of WELL paid employees and you have a base to build on easy!

I think there is a more robust high tech economy going on in Berlin. After all Thuban got people to move in for Bioregenetics, which could have easily gone into a larger nearby city.
