Question The Poe "spy"

Tansy, had or still has a "spy" or agent in Poe. He or she passed on the extortion note to Phase, albeit to the wrong room, and planted the tracer in Fey's luggage.

Now who is this? One of the suspects is Jody, but I don't think it is her. There is another much more likely suspect.

Stevie, Vamp's boytoy from "Damnation Alley." Stevie is a shifter, a fairly powerful shifter that can change his appearance, copy the appearance of others, and even change his sex. He mentions to Vamp that he was nearly caught impersonating one of the Freshmen at some point. He was present on the first day when Team Kimba arrived, and he would have had access to the room assignment list. He is apparently bisexual, and would be susceptible to Tansy's powers. And he is a bit lacking on the morals side of things.
