In reading through Whisper, and thinking about Lancer, I got to wondering. How big is the JROTC program at Whateley?
The Grunts have Breaker, Deadeye, Bomber, Mule, Slapdash, Bunker, and sometimes Lancer. Presumably Whisper will also work with them at times. The questions are though, has Lancer joined the JROTC program? I don't remember him doing so. The Grunts recruited him before he did so, so membership in the Grunts doesn't seem to require membership in the JROTC program.
Secondly are there members of the JROTC program that aren't members of the Grunts? If the Grunts recruit members, can they also reject members (assuming they aren't forced on by a staff member)?

I'd like to make a few comments here about how the Grunts are going to be portrayed in G2, but I think I'm going to wait a bit to see if any of the G1 guys want to weigh in on it first, since the focus of your question seems to be more concerned with G1.

There's probably no need for you to make any gen 2 comments until the Grunts actually show up.
But if not all the JROTC students are part of the grunts then that explains why Whisper was not part of their crash.

My thinking on the matter is that the Grunts are actually just the official JROTC combat training team, not the JROTC unit as a whole.
Kind of like how my old JROTC battalion had the Raider Team, made up of all the gung-ho PT/obstacle course types. They were a very visible part of the battalion, but they weren't all there was to it.

Remember, 'most' students don't do sims or combat teams until their Sophomore year. This is when Team Tactics and the Sim indoc / training happens. There's actually a somewhat important bit of logic to this... after all, most freshmen have had their powers for under a year and don't even know what they can do yet... let alone what they can do in relation to combat or acting within the context of a scenario. No matter what her ability, Whisper only has 1 quarter worth of classes at the time of Odds and Ends. Any expectation that she'd even be SAFE in a sim is ridiculous. The idea that she'd be a viable part of a military team like the Grunts? That's like walking up to someone who rated 'marksman' in their boot camp firearms tests and taking them directly out of boot camp graduation and sending them on a SEALs mission.

But the fun part about Whisper is wondering if she tells (with Sir Wallace's permission, of course) the sim guys that she can see wards and bypass them with effort. That stuff, and Whisper's slow descent into girldom, are the kinds of things that make her so popular.

The Grunts original concept was that they are the JROTC cadets who are being sponsored by the military for military service upon leaving the school. They aren't the whole of the JROTC crowd. These are the kids whom have decided that when they get out of school, they're trading the books for a uniform. So they tend to push a lot harder as a group, if not as individuals, than most other children in whateley.
