So, I just read the post about the hierarchy of story responses, and while I like the system, I worry that not everyone will remember to follow it, especially newcomers who are reading the stories but haven't jumped into the forums yet. So I think that below the stories, in the "Add Comment" section, you should add a reminder that these comments are for praise and immediate reactions, and that speculation and character analysis belong in the forums.
Hopefully a reminder will cut down on the number of brushfires the moderators have to put out.

We were all used to story responses on the old forum being in a forum topic. Now with the comment field, we're already finding things that SHOULD be in the forums posted where you said "commentary to author only".
I suggest you turn off that post-story commentary and we leave it only on the forums. Otherwise, we'll have to police it, and that'll take time. If you wanted a feedback item, perhaps a "thumbs up" or "like" type of button/counter that's at the end of the story, but the commentary just seems to me to be more trouble than it's worth.

I'll eventually figure out a way to post rules alongside the the comments section and it won't be an issue. But (and this is the primary reason I am so adamant about the comment section existing)... it is the ONLY way to offer thanks/praise if you are not a registered member. And for every registered member who can post in the forums, we have more than 10 who read every story but have no other contact with the community. Some of them don't feel confident with registering with a private site like ours (or one associated with TG Fiction)... some aren't tech savvy or just don't like forums. And the comment system attached to each release is very common with the webcomic community... forums not so much. So, I'm appealing a bit to the cross-cultural audience there.
Also, while most people don't realize it... I have a panel in the admin section that I can load where I can see (and approve/moderate) ALL the comments site wide in one swell foop. So, it actually isn't a huge deal to police it. More than not policing it at all... but I'm willing to do that to engage more non-registered readers. In fact, it'll take me far less time than keeping tabs on an active forum.
