A few ground rules before we begin.
1. The circumstances that put the people there are to be ignored. This is speculation based solely on the people there.
2. Fan fiction does not apply, only the canon characters that are in the cottage matter. This is mainly because not everyone reads the fanfiction. We'll probably ignore this rule as time goes on but it will act as a reminder that we are supposed to be discussing canon.
3. You can't say one place is the worst because of a single character. One person is easy enough to avoid.
So onto my vote. It is a bit of a tie with me. I can't decide between Melville and Whitman.
The list of people with bad personalities goes on and on with Melville, Jobe, the Don, Bravo, evil Texan oil company child, Zeus and Hera, Jadis, Heckate, and more.
Whitman on the other had has 3 odds manglers, nothing will ever go right while you are there.

Your ground rules are kind of riged against the most obviops answer, which would be Hawthorne. so that being elminated the next most obviôs answer would be Melville seeing as that is where most of the Alpha's seem to live.

The problem is that Melville is also the fanciest cottage. It's also the biggest cottage - there are a lot of foul people, but there is plenty of space with which to avoid them.

Yes that was rather the point. Hawthorne is a terrible place to live is everyone's first instinct so it would get an overwhelming number of votes. On the other hand if you think about it without thinking about the fact that you are there because you can't use your powers properly it is a pretty nice place.
Everyone has a single room that is specifically custom build for their comfort.
The community is tight knit and everyone watches out for eachother.
There is one person you may want to avoid, but other than that everyone is nice, at least to everyone else in Hawthorne.
People who get detention have to serve you hand and foot.
