With Road To Whateley suggesting that Gizmatic keeps a close watch on those in his back yard, I'm trying to think of ways he might tag the citizens vs the visitors. I was thinking RFID chips, but those seem so... 20th century. Anyone have an idea?

After I had some time to think about it I was considering invisible ink bar code tattoos that the assorted security things could scan located on the back of a person's right hand. (I think Giz's right hand is still organic...) If for what ever reason they don't have an organic right hand, the bar code is implanted into their body some other way on the right side. Might also have a secondary layer to the ink that even if the tat is covered the scanners can still pick it up...

Emperor Gizmatic does cybernetics, A cybernetic bio-monitor for citizens makes sense. From what I understand the natives of the island are well protected and are better off because Gizmatic took over and this is a point of pride for him. He is not going to let the.. rough and unsocial visitors to his island damage, sacrifice, steal his citizens.
As time goes on the cybernetic bio-monitor will just become more and more useful, impressive, tamper proof. Imagine free inbuilt cell phones for citizens. Then add instant automatic medical and policebot response in the case of injury, or network connection loss. The bio-monitor would even record audio and other metrics so that citizens are protected in cases of disputes regarding what took place when the locals and visitors clash.. Imagine to locals the version and abilities of your citizen bio-monitor could have some status, and some citizens replacing and upgrading their cybernetic link as other people elsewhere would upgrade their; cell phones, laptops, or notebooks.
The cybernetic biomoniter and what it does for Gizmatic's subjects would be proof that Gizmatic has improved the lives of his citizens!
