What do we know about the prevalence and general capabilities of Baseline Espers?
Other that even the very best are worth squat compared to a mutant, as said by Phase, when reporting to Paul on Solange's infiltration of the business meeting?

They're mostly old guys in Eastern style temples.
This is like asking... compare Ito Sensei with Chaka. What the badass normal is capable of is much the same as any other super/paranormal/mutant. But it has taken them enormous effort training for years (decades, usually) with the very best the world has to off, incredible willpower and discipline, and the knowledge that a random kid with the right power set and no training at all could still beat them.
Is there a baseline psychic who can compete with Fubar? No. He is the top of the food chain among mutant psychics and he had good training and experience backing that talent. Are there baseline Psychics would could lock down Tansy? Fey? the Don? Yes, easily. These are kids with a couple years decent training and moderate level innate talents... put against someone who has spent decades wielding the force of the Will to manipulate a power that is not an innate part of them? Ya... not a chance. In a head on clash where it were all about power, the mutants would have a chance, but its not just about innate power.

I think there was a fanfic that became canon that discussed this, where a newly emerged mutant psychic, was being tutored by a baseline psychic, before being sent to Whateley for tuition that was better suited to her potential. And yes, Fubar was one of her main tutors.
It's also similar to the difference between baseline magic-users, and mutant magic-users.
Different levels of capability in gathering/storing essence. Different levels of skill in using spells.
But the same statistical energy pattern of relative differences.
