Jello is often described as melting or losing form when not in her silly putty egg human shaped fish bowl bed. Would some form of compression garments that help her hold a human shape be out of place in her personal wardrobe?

I wouldn't say a compression garment (that would squeeze her like toothpaste), but well... a non-elastic, watertight suit? Sort of like wearing an inflatable doll as clothing? That could work.
But I don't think her problem is quite that bad; when she is awake and alert she can keep her shape fairly well, and even copy other people. It's just that she has a hard time keeping her concentration for long periods, and when she relaxes stuff start... drooping. A suit such as I described might help her stay incognito for long periods, since she would have to concentrate only on the uncovered parts (head and hands, mostly).

Would the Drow Serum actually work on her?? Dunno. Perhaps it depends on if it gives or doesn't give a BIT.
If she becomes an Avatar to get some constant form... She might be malleable enough to become the physical incarnation of that spirit? Mmm... Maybe not, that seems to only happen with either really strong gods, or really weak personalities/selves, with the Olympians getting bodies to match their forms by using the latter in the form of human infants.

actually, that brings up a good point. we need a 'spectacular failure' of the Drow serum so it's not a "get out of jail free" card for GSD - what if we give it to an Ex-3 or Ex-4, and the battle between Drow serum and Ex-regen basically causes teh poor person's body to literally melt and fall apart?

Where would those bodies come from?? ... Oh. Orc Testing or something? Well, if you want to be non-Canon (presumably, given there's been no mention of other test subjects), and dark, you could go, "Trial One" to however many trials you want for Micro Scenes or something...
