'Cause in Chou's Origin Story, he seems to know about the Taoist Immortals, which I wouldn't expect as I think it's fairly esoteric knowledge?

Or is he just making it seem like he knows about them, and is just keeping Chou talking and stuff? Or, he got the info from his ESPer power?

That is a fairly wide open question. As head of the Whateley Psychology Department, he knows a lot. As Chou's counselor, he was very likely well briefed on her situation, and possibly even had a talk with one of the Immortals before she arrived.
He is one of the staff that is informed of the secret of Poe.

Jade might have been assigned to him just due to being a "traditional" transgender girl... or it may have been due to the power testers seeing that attacking her power analysis from a psychological aspect might be valuable.
Sometimes is a matter of things shuffling around until they drop in his lap. Ayla, for instance, came to him just for academic advice because he didn't get along with his previous advisor -- but ended up having a mini-meltdown in front of Bellows, which led him to take Ayla as a patient. Aquerna was just luck of the draw.
But I think that part of it is that he does take his job very seriously, to the point that he regularly overworks himself rather than let a kid without help. His coworkers might not be quite so dedicated. So, instead of getting like 33% of the workload, he may be getting as much as 40%.
