After the Fools Fight, which sparked some serious backlash against mutants, there were 2 schools of thoughts in the mutant community. 1 - demonstrate they're peaceful and persuade baselines to get along. This is Ev Rocks. 2 - fight back hard. The problem is that as the second group organized, they inevitably got ratted out and squashed by the MCO. The sentiment for protecting mutants and working to make integration happen stayed strong, and in some cases, grew stronger.
After the MCO got caught handing out DFA notations to minor's MIDs, and got squashed a bunch by DPA, Ev Rocks thought they had it made. The problem was the general public didn't agree, and occasional rager attacks didn't help. A few like-minded mutants considered joining forces. There were 3 schools of thought - those who wanted to use financial means to 'buy' politicians and good press to make integration happen, those who wanted to be prepared for self-defense, and a third faction whose approach was to enhance the mutant reproduction rate so the minority became large enough to not ignore. A couple of incidents after Gen 1 brought MCO back to the forefront, and stirred the dormant ideas into action. At first, they called themselves Vanguard, and they spawned 'student chapters', of which the Whateley group is one. The inner circle - a very tight and secret group, call themselves The Directorate. They have a shadow organization within Ev Rocks of 'foot soldiers' called Vanguard, who seldom know the big picture. The Directorate and Vanguard aren't parallel to Ev Rocks - they hide within Ev Rocks.
Hugo Butler III heads up the financial wing, and brought Financier in as a deputy to help. They fund other projects, and use that as a means to try to control over the factions they consider more extreme.
Colin Reineke heads up the 'self defense forces', as he likes to call them, but he and his deputy Ronald Lincoln, are very revolution-minded, sometimes megalomaniacally so. They hide their real hatred and intent extremely well.
Herr Rolf is a shadowy figure who heads up the sciences branch. Under him are Dr. Hilde Stauffer and Major Quentin Smythe-Barnes. Like the militants, Stauffer and Smythe-Barnes themselves have their own secret projects hidden from the upper branches of The Directorate. Her projects are: Phoenix, Rhein Mädchen, and Götterdammerung. She needs a nanotech expert, preferably strong in biotech, to assist with the latter two. She hates Princess Jobe and absolutely refuses to even consider working with her.
The Directorate has penetrated MCO and DPA to some extent - usually through intermediary organizations to keep ties hidden. There are operatives on Whateley campus - Mustela and Black Hole among them - who are working for Dr. Stauffer.
This has mostly been revealed, without giving any hints as to future plots and plans.

Thanks EW! I'd love to see more backstory in Gen 1 or pre-Gen 1. Perhaps also some vignettes between Gen 1 and Gen 2. Maybe post-Gen 1 students interacting and somehow connecting with Gen 2 parents or younger versions of Gen 2? Again, thank you for all you do
