Below is a stream of conscious commentary I type up as I read the story. There will details from the story included in it. If you have not read the story yet and don't wish to have details of it spoiled, read no further.
The Angel and Cecil Barrows comments
And celebrating no less, would love to see him get his just desserts. Celestial circles, just who is this 'man', some sort of angel based on what he does next. Whoa, killed and watching himself die, now that is different. And now begging the angel and God for another chance, oh brother. Whoa, demon wrapped around his shoulders, neck, and head, did it influence him towards this path in life I wonder.
And a demon messing with the brother of the girl Cecil had messed with, great, how many of them are out there. Saved the young man only for him to be murdered by the demon which took the place of the madam of the brothel. Or was it always a demon, I wonder, with how it respond to Cecil about how he can see now. Destroying the demon and fleeing, talk about thinking on your feet in a crisis.
Great, Jasmine was unable to see the demons except when Cecil pulled one off her brother and killed it. *groans* Cecil really doesn't get it, not realizing Jasmine doesn't have a home to go to. And jump, the demon had lead Cecil down that path his whole life, twisting him into a monster until all this happened. Ouch, losing their parents that close together and their parents not being able to marry due to the laws back then.
And Jasmine says Cecil has The Sight, able to see things others can't, as he just saw her get knocked up, Cecil is going to be a father. And Cecil wishes to marry Jasmine, to hell with the law, I like this change in him.
Ugh, we see where some of the evil comes from, Cecil's father is a bigoted idiot, insulting the mother of his future grandchildren like that. Pay off Jasmine and make her go away or be disowned, I know things were different back then but I wish I could slap this man. And Cecil choose Jasmine and the right thing, good.
Opened a mission downtown, all those stories in the papers, boy, they love gossip and trashing people as much as nowadays. And the Guardian Angel shows up, introductions to Jasmine, and seeing angels, devils, and worse wandering unseen by everyone but him, yikes. Attend Seminary and a new name to help with his work, Reverend Englund has a very interesting origin story. And changed his appearance to fit it, interesting. Nice bit of history to help keep them married and not under the thumb of the American Church at that time.
And their daughter is born, Celia Abigail, eyes like her father and sounds like a little cutie. This was a very nice change of pace, I never would have imagined Reverend Englund had this kind of origin and history. It is no wonder he is obsessed with destroying evil, given his mission, and has become a bit blinded to the fact their can be gray areas like Sara and her father. Seeing those kind of things when others around you are blind, others might have been driven insane. We understand a little more of where he is coming from, thank you E.E.

Something seems very off.
Kerry's connection with the upper planes leads me to believe that that sort of thing is all very abstract, and not nearly so...direct.

That and the very distinct absence of an happy family for Englund... There are many, many ways it could have gone wrong.
It also sheds a rather interesting light on Englund. Surprisng the sort of past some people can have.

So there are several kinds of Supernatural/Divine Beings who meddle in Earthly affairs pretty much all the time.
Note, however, that the alleged angel didn't actually claim to be a member of the staff of the Judeo-Christian God. He just said that Cecil could think of him as his Guardian Angel. He is some sort of supernatural being, all right, and he managed some very impressive feats of magic/miracles, but exactly what he is is not clear. For all that we know, he was Gothmog in disguise.

Has he been excising this evil he sees from people at Whateley? If so, who?
As mentioned by Katssun and Sir Lee, what is this "guardian angel" and what are their motives?
Do we perhaps know his daughter, Celia? A search mentions Celia Rogers of course, but otherwise just two mentions in "The Real MCO", which I find doubtful. Compounded by the fact that a pseudonym is rather likely to be used. No meaningful mention of a Jasmine, either.
I for one find this Oath rather ambiguous and ill-defined, which concerns me greatly. Whom is he serving? To which Lord has he made this pledge? What evil is he cleansing, and does it align with what would generally be deemed thus? While according to all accounts, he has certainly saved the world from a number of evils accepted as such by others, that by no means demonstrates solid answers on the matter.The Angel and Cecil Barrows wrote: “You? I hope that we aren't left hanging with this teaser about Reverend Englund for too long, but I certainly understand if it takes time for a followup.

The worst part is that the methods used are sufficiently cruel that Gothmog could pull that off under the Rules he's supposed to be held to. There's no laws that prohibit Lucy N. DePitt from practicing a little social darwinism on anything stupid enough to get caught, either.
Regardless, I wasn't expecting Englund's upbringing to have been that cold and sociopathic.

Also, Celia would be over 70 by Gen1, while Ms. Rogers is described as looking "in her twenties." Yes, there are slow-aging people around, but that would require her to be in Lady Astarte's category or perhaps even higher. Not an absolute impediment, but a complication.
I don't think Ms. Rogers' skin tone has ever been described, though, so Celia's café-au-lait complexion shouldn't be an impediment.
(By the way, this story gives us a quite good approximation for Englund's age -- we now know that he apparently was born in 1919).

He shows up again in "The Kodiak Conspiracy, Part 1" . There should be a story shaking up club, group, and team seating in the Crystal Hall as a result of Englund's sponsorship of the Atlantean League. If they talk shop, it cannot be anywhere that Fey, Tennyo (plus Generator), or Chou (or the Tao) might overhear.
So... consider him involved or interested in those ongoing storylines.

That's from the Wiki, but I am fairly sure it was mentioned somewhere. He was also very important in clearing the Class X stuff from around Whateley. He may very well be the Staff member with the most seniority, having begun working for Whately before it reopened as a school for mutants.

Then again, at least one of his core team members (Ecto-Tek) thinks Harry Wolfe counts as a monster. That's a low bar indeed.
From a practical standpoint, most of the Goobers leave Whateley for the summer just like everyone else, so it's unlikely that he's had them training the entire time. For all we know, Petra's dropped by a couple of times for Special Herp Deliveries.

Seriously, if they're fighting actual monsters and surviving the experience, they are vastly more competent than they have previously been portrayed. Which shouldn't really surprise us, since Whateley is full of cases where characters are portrayed as complete morons only to show up as actually capable when that suits the needs of the plot and the interpretation of the many different and differently unreliable narrators who are telling us these stories. When characters are shown as antagonists in these stories, we're not seeing them at their best. Not usually anyway. Except maybe Peeper, whose best is indistinguishable from his worst, I suspect.

Not all of them have bin fighting actual monsters. Only a few select few. And much of that could be only as support for security. As of late the Wild Bunch and and the outcasts have probably bin taking out anything that was an issue while going after the bastards things. And the bastards things probably took out a lot of the competition.
Also they are less incompetent than they are simply stupid/naive.
One of them did break into the lovecraft room. And that room is supposedly alive and perhaps sentient. In fast I wouldn't be surprised if the room wasn't a former student.
